Q1. Can I apply for both CRA 317/26 and CRA 318/26?
Only if you hold both qualifications (NAC in Lineman AND ITI in Electrician/Wireman). However, you will have to pay separate fees and appear for separate exams if the exam dates clash.

No. There is no negative marking in Part II. Part I is qualifying in nature.
